NFB: activating a new keyless entry FOB on a 1999 S-10 PU

I have a new "fob" the little lock/unlock/panic buttons for the keyless entry on my 99 S-10 PU. THere is nothing in the owners manual about activating a "new" "fob" or whatever the darn thing is called.

Can anybody help me with how to activate a new one to my S-10???? Or is this something that a dealer has to do???
