And did you look at the ads on the page, I think this article is from the same people that brought you "Batboy (half-bat, half-boy) found living in cave in Arizona" and "Hilary Clinton shakes hands with an alien (pictures inside!!!)".

This looks like a British tabloid article. Or maybe the picture is real, but the article is fake.

I don't know it just seems unlikely that you would use a full grown dog with a hook that small to catch a shark. The shark would just rip the dog off the hook.
