It has Camaro appearance, but I'm pretty sure it's all one off stuff as far as the body. I know the powertrain is a Subaru setup, and yes the car does drive down the road and is street legal. I have a big video about it somewhere, and the guy had a website where he planned to build and sell these. You actually drive it into the water, then lift the wheels up and these little flaps come out underneath the wheels so they aren't dragging in the water.
