Actually, I would say he was refusing to get down on the ground like they were ordering him to. His failure to follow those orders got him sprayed. He looked like a pretty big dude too. The spray didn't even seem to phase him much.

yeah, he was just going to stand there mouthing off to them. He wasn't somplying so instead of getting hands on they sprayed him. Then he started walking after them and that got him tackled.Dave M
