That would be a good thing for sure. It seems a little strange that the U.S. and Russia are still having to negotiate these things considering that we haven't been enemies for a long time. At any rate, even 1000 warheads on both sides would be enough to destroy each other. The U.S. would most likely still have the advantage considering a large portion of our arsenal is in subs that can launch from cover almost anywhere. That and stealth bombers. I think the Russians still mostly use silos and mobile launchers. I'm less worried about the Russians having them than I am China or Iran having them. Or worse, some terrorist organization.
