VA Emissions Question

I'm in Virginia and considering getting a set of headers. My car's a daily driver. The headers wouldn't relocate the cat or O2 sensors. Does anyone know if this would still be a problem for state emissions?

According to the site below I don't think it would be an issue. I might also ask some inspectors.

no issue. you just have to pass the sniffer test anyway...
