I have some streaks of black stuff on my rear bumper just noticed it today. I thought it was road tar, but its not getting it off at all. What is it, and what can I use to remove it. It feels like black paint. Could it be rubber from the tire? I wouldn't think, so since it feels like paint.

You got rubbed. It happened to me a few days ago. Evidently some careless person grazed your bumper with theirs. No, its not that at all. Its on both sides, and the worst is on the underneath side of the bumper where a car cant rub you. It didnt scratch the bumper its attached to the bumper. Its lumpish feeling. when tar got on my bumper, I used turtle wax's bug and tar remover...once off, use Zaino to seal it back. If you had tons of Zaino on it, all you'd have to do is wipe.
