I have some streaks of black stuff on my rear bumper just noticed it today. I thought it was road tar, but its not getting it off at all. What is it, and what can I use to remove it. It feels like black paint. Could it be rubber from the tire? I wouldn't think, so since it feels like paint.

No, its not that at all. Its on both sides, and the worst is on the underneath side of the bumper where a car cant rub you. It didnt scratch the bumper its attached to the bumper. Its lumpish feeling. when tar got on my bumper, I used turtle wax's bug and tar remover...once off, use Zaino to seal it back. If you had tons of Zaino on it, all you'd have to do is wipe.
