I am about to buy a 98 red camaro base, and it has an SGS button on the dash beside the foglight button... What does that button do...?

It stands for Second Gear Start. For use in icy or rainy conditions when it's hard to get traction.

Not quite. Traction control is an active system that does things like retards the timing to kill the power to keep the tires from spinning. Starting in second reduces the gearing multiplication to try and keep the tires from spinning. Ford has been doing this for 30 years. Unlike GM, when a Ford is put in second, it is locked in second. When you start from a stop, it is in second. If you put a GM in second, it will start in first and shift to second as normal. It does help on snow.
