I had a similar experience with my Camaro. One day the key just would not turn at all. The ignition cylinder just locked up. Unfortunately I had to get it replaced. It cost be roughly $175 Canadian, if I remember right. So hopefully it won't cost too much if this is the case with your dad's cylinder. My advice...get a good mechanic to take a look at it. Good luck, broh.

Without closer evaluation, it could be a few things. One is what Todd said. That is most likely the case if you can't pull the key out under reverse, drive, neutral, etc. If you can, then it's likely misaligned.

Misalignment: The adjustment of the park-lock cable to the ignition switch. Here's a fix for the f-body, but I'm not sure if this could be used for your application. http://shbox.com/trans/park_lock.html (Thanks to Shoebox).

Another case I could think of is the park-lock cable came out of the ignition. On the 4th gen, the ignition switch is located on the actual steering column. When I pulled the column, the cable came out of the switch, so I wasn't able to pull the key out in park.

My Wife's Explorer had the same problem a few months back. Not that I would recommend doing this, but I was so aggrevated with the whole truck at that point, I just punched the top of the steering column, right above the cylinder. I pulled the wheel to the left and right one more time and finally heard a click. The key pulled out easily.

It was most likely, as both Todd and Craig stated, a misaligned cylinder.
