Back to what was originally asked, I don't believe you can put a cut-out on a CA car at all. I believe they'll fail you on the visual inspection. As for long-tubes, its more than against CA emission laws, its against Federal emission laws since in just about every case they relocate the cat(s). Shorties are gonna be your only real option to stay legal.Steve

A cam is a long way off for me. The car only has 17K on it, and I only put around 2 -3K a year on the clock. A cam would be nice, but I don't really want to tear into the engine for a few years. Since you have the Loud Mouth, I'd recommend that when you do the long-tubes, you keep catalytic converters as part of the system. If you don't, the LT headers + ORY + LM cat back combo is notorious for some wicked exhaust popping and terrible raspiness...Originally posted by 02 WS6A cam is a long way off for me. I'm definitely keeping the cats, especially because of CT's emmission's laws. Yeah, I second Jay's comment. Even if my state didn't have emissions laws, I'd still choose to keep my cat just for the environment's sake. So what is the restictive part with flowmaster? its a 3-inch pipe, what part do i need to change, i can add in a pipe where my car is no prob. But what should i change to get more power, with a small budget?1995 LT1 bird

Actually I've gone over the laws quite a bit, with many others. I know Long Tubes are against California Emissions laws, but they aren't against Federal from allt he research I've done. California has stricter emissions laws than the Feds.
Many people have gone around about this, but that's the way it is written. That's just like some people say it's illegal to remove your EGR system. Whle you can't just rip it off and stay legal, you can remove it under the following conditions. If you went with a crate 2001 or 2002 LS1, which doesn't have EGR, you'd still be perfectly legal, as the newer engine has a slightly different cam profile making it have equal to or better emissions than the 1998-2000 LS1.
