Would anyone know if I will be able to pass NJ emissions testing with a straight up 650 cfm carb with no computer and no smog equipment? with headers, high flow cats, and a full exhaust system on a 305 currently tbi? on a 91 firebird

Doubtful since they would pop the hood and see the missing smog stuff right away. If you run smog headers with a smog pump then you might be able to pass the sniffer roller test since they probably wouldn't notice the carb instead of the TBI unit. Your carb would have to be tuned and adjusted perfectly to pass emissions. Sounds pretty risky to put those parts on if you can't get it to pass.69 Z28 with JL8 factory 4 wheel disc brakes, crossram, transistor ignition, radio delete, heater delete - being restored

could i register the firebird as a collectors car?
Collector Vehicles
For a vehicle to be designated as a "collector vehicle," the owner must apply* at the time of registration or renewal for this designation and must provide evidence that the vehicle
is not registered as a "historic vehicle," under N.J.S.A. 39:3-27.3 et seq., or a "street rod," under N.J.S.A. 39:3-27.27,
is not driven more than 3,000 miles per year,
is insured as a limited use "collector vehicle." (Proof must be supplied at time of odometer verification.)
