If I buy a base firebird, are the ground effects panels that came with the "performance pkg" (I think it was called) are they still available for purchase from GM?... or does anyone offer replica pieces?

The "add-on" ground effects kit for the Firebird was called the "GT" package. From the 4th Gen F-Body FAQ:

Q: What's included in the F1-Camaro/Firebird-GT package?

A: This is a package available through most dealerships. It offers a variety of performance and cosmetic parts from the GM Performance Group. The following is a list of the parts for the F1-Camaro (and for the Firebird-GT) and can be ordered for your Z28 or Formula through your dealership:

Those look like the F-1 parts, but only the body parts were different.

It was available from the GM Performance Parts catalog also. Not sure if they still make the kit or the individual parts. Check a major online GMPP dealer like Pace or Scoggin-Dickey.
