How do you choose which stage you want in a clutch for street-strip ?

Power and weight. Every company will rate their different stage clutches according to different criteria. Check out what power levels they rate each stage at and base your decision on that.
Just keep in mind that the higher stages of clutches will be made of materials that make their engagment much more aggresive. So it will also depend on how "streetable" you will want the engagement. -
