What, if any, emissions standards does he have to meet? Tailpipe? ALDL connect? Visual?

That will determine what will work, ranging from OBD-II dual-cat CARB-certified headers (only a couple brands available), midlengths (e.g. - AS&M) or full long-tubes (PaceSetter, Hooker, JetHot, etc).

After emissions, its a matter of what kind of HP levels is he looking for in the long term, and how is the car used - street or strip?

He basicly wants to meet all the emissions as he has now,(on his stock manifolds) and basicly keep the same pipe set up, he does have duel cats but he doesnt want to move anything around, for the most part remove old pipes and headers and reinstall new bigger pipes, following the same pattern as the stock pipes. He doesnt really race it, just gets on it here and there but he wants a good quality set up...

Then your only legal choice is going to be either SLP Shorties, or Edelbrocks. You can buy the Random Tech Y-Pipe (also legal) to go with the SLP Headers. This is a great set up that will perform well and become part of a complete exhaust system.
