Check the voltage at the lights. Make sure its around 11-12 volts. If its not. You need to find the source of the current drain. If it is, put some sylvania silverstar bulbs in. they are much brighter than stock. You can get them at pepboysr autozone.
The lights on my '96 Camaro never seemed to light up the road enough, but there was nothing wrong with the system. I ended up pulling the bulbs out of the sealed beams and glued a slightly better bulb in it. Same wattage I think. Worked better, but still not as good as the one's on my '99.

Did you put a voltage tester on it? Your low beams work on a seperate circut than your high beams. Its possible that you are loosing power somewhere. If not, like I said, get some silverstars. I have them on me 91 RS and they made a world of difference. You can also do what Joe suggested, but that is a bit more work.
