Did he use the U.S. Mail? If he did, you could at least threaten to report him. I did this once with a similar deal and the guy gave me money back. If he purposely deceived you and used the U.S. mail system it is technically illlegal. Will the U.S. mail follow up? Probably not, but its worth a shot.
