    I was wondering if it was necessary(for money reasons) to change the lifters and push rods when doing a heads roller rockers, and a cam even if they are in good condition and it is a small cam?

    Roller lifters on a lower mileage engine are probably OK. Pushrods you should replace due to the wear patterns between them and the rockers.
