Where to get LT1_edit or program of the sort

Where can I get a program like LT1_edit so i can use my tekmate cable to transfer a tune that Madtuner.com sends me instead of the few days for shipping ?

Is this even possible ?

Also, how much does it cost, and could I do it with little or no experience in other words is like a drag and drop program or does it require some skill ?
