Did he program it and left the Hypertech programming on the car? I doubt even with that it would make that much of a difference. I have made it evident that you like to mess around in ur car a lot. Try driving it and keep the rpms under 2000 rpms (except on the freeway) and see what happens. Im sure its just your way of driving.

Yes it could be but I don't think it is. Has it every gotten good gas mileage? Is it throwing any codes? Is your air filter clean? Fuel filter clean? If your O2 sensors are bad, it can cause this problem also.

Nobody seems to have mentioned the fact that you're going to get crappy mileage in that car to start with. Have you actually calculated what kind of mileage you are getting? On the highway I'm lucky to get 24mpg, prolly closer to 19 or less, in town, whew, it's dismal. Plus when gas prices go up your mileage always seems to go down, but I'm sure that's just a matter of perception.

Your averaging 10.2Miles/Gallon. Thats horrible. I get 25+ on highway and 15mph in city driving like an idiot. You have something seriously wrong or you have a heavy foot.

My 95Z A4 get 18-19 city/hwy and 23 hwy @ 70-75 mph. This is with a mild cam and not lead footing it around. If I use the car for work as an appraiser where there is a lot of sitting and idleing, it drops way off to about 13-14. So if you sit and idle a lot in traffic this could be the trouble.

I suggest you to scan the PCM history DTCs, maybe there is one.
Time to replace your 02 sensors even there are not DTCs about malfunction.
Clean your MAF sensor, seek for vaccum leaks...

                  Good Luck
