I'd say a wet sanding with 500+ grit and then apply the clear slowly. Clear runs very easy. So take ur time.

should I reclear the whole wheel? Or just the section?

I'd do the entire face. Sand the whole thing down just a little andthen clear it. Should come out bitchen if done right.
