I've heard that California is testing it right now. The main purpose of it is to reduce smog test prices. They will have remote test facilities that will tell them which cars are "polluting" more than others. Obviously this is partially endorsed by over-weight-former-presidential-candidate-with too much time on his hands, Al Gore.
