Well that should be plenty to get the converter hot. I didn't one time and failed. I then went and drove it for about 10 minutes, came back and it passed with flying colors. You still have the converters on right? What temperture thermostat is in it?

I saw this stuff at the store that said guaranteed to pass inspection. It was a fuel additive.

I'm hoping someone else here can suggest something.

In NC there is a limit of either $250 or $500. If you have receipts proving that you have tried, they have to pass you for another year. Maybe Ill has a similar provision.

try your gas cap b/c i failed my immisions test with that little problem. you should get your injectors cleaned out or even to polish out your block, to remove any of the carbon build up throught the years of wear and tear.

                Failed

My sister had the same problem with her 89 suburban, she ask me if there was anything she could do, she had done all you did less the valve job, I told her, "you've done all you can, take it to the station I sent mom to," she past with flying colors.

Try the pass the emissions test in a bottle. Seen it work several times on cars in the state of tune about like yours.

How about listening to someone from illinois himself!?

Excessive levels of hydrocarbons(HC) are caused by an insufficient level of oxygen in your pressurized air, leaving behind unburned fuel (hydrocarbons). The problem's in your air pump. A new air (smog) pump for an '89 t/a can be ordered off of RockAuto.com for $49.79. A new pump should greatly lower your Hydrocarbon levels.

Mirrorshades brings up another point. In illinois i believe it's at least $450.

Not sure I understand what you said.... are you saying you failed on HC becasue it was too high, and passed on CO because it was low? Do you have and can you post both the "standard" they measure against (what is required to pass) and the actual values for your tests, for HC, CO and NOx?
