Low fluid can cause a pressure differential and make the brake light go on.

The light comes on from pressure differences between the two circuits- a leak in one side, or an air bubble.

Check for leaks- park on some clean, dry area and stand on the brake pedal, HARD, for about a minute- the pedal should NOT go down. Then look for drips, that may help you localize the problem.
