That means your Formula left the factory WITHOUT the OPTIONAL "performance package." That package included 3.23 rear axle in place of the 2.73 gears your car probably has, a 155mph speedometer, instead of the 110mph speedo you probably have, no top speed limiter (yours is probably limited to 110mph), and Z-rated tires. And, it included the ability to select 1-2-3 on the auto shifter, and a "performance" button on the console that provided more aggressive shifting.
Your 4L60E has a 1st gear, and in all likelihood it works fine.... you can't manually select it, because there is a plastic "stop" under the gear selector indicator. This stop can be cut out, and you can select 1st gear manually.Fred

What Fred said. What I heard was that the cars with the 2.73 gears would not pass the road side noise test at XX MPHs in first gear but would in second gear. The cars with the performance package which had 3.23s would because it would be at a higher RPM at XX MPHs. So the cars not equipped with the performance package would get a stop added to the shifter to keep them from being put in first. I cut mine out several years ago with a key hole hack saw.
I borrowed Rob's picture of the shifter from http://shbox.com/page/index.html and added an arrow to where the stop is.2002 Electron Blue Vette, 1SC, FE3/Z51, G92 3.15 gears, 308.9 RWHP 321.7 RWTQ (before any mods), SLP headers, Z06 exhaust, MSD Ignition Wires, AC Delco Iridium Spark Plugs, 160 t-stat, lots of ECM tuning

A little off subject, but the best mod for your car would definitely be a set of 3.73 gears. You wont believe the difference.

And the drop in gas mileage.LOL no 3.73 is probably the best bang for buck mod you could do but it will kill the gas mileage if you care.

All you need is a key hole hack saw. You won't need anything else. If you want, you could get another shifter cover plate from a car with the performance option that has 1st showing on it but you don't need it. I never look down anyway.
One of my future plans is to graft a B&M mega shifter into my car. I called B&M and they said it will work fine with the 4L60E transmission. It's just a matter of making it look good in the console. The easist thing to do may be to get a M6 shifter plate and use a boot like what Fred did. That's $200 down the road though.2002 Electron Blue Vette, 1SC, FE3/Z51, G92 3.15 gears, 308.9 RWHP 321.7 RWTQ (before any mods), SLP headers, Z06 exhaust, MSD Ignition Wires, AC Delco Iridium Spark Plugs, 160 t-stat, lots of ECM tuning

He should have a 4L60 which is basically the same as the 700R4. When I talked to B&M, they said the shifter would work fine on the 4L60 and the 4L60E also. They just don't list it because they don't have a console plate for it.2002 Electron Blue Vette, 1SC, FE3/Z51, G92 3.15 gears, 308.9 RWHP 321.7 RWTQ (before any mods), SLP headers, Z06 exhaust, MSD Ignition Wires, AC Delco Iridium Spark Plugs, 160 t-stat, lots of ECM tuning
