What states outlaw cutouts?

LOL! J/K..... Im not sure that any states any state has a law pertaining specifically to exhaust cut-outs. The main concern here is noise pollution, and emissions. If you have the cut out after the cats, then its a noise pollution issue. If you have the cut out before the cats, then its an emissions AND noise pollution issue ! I think there might also be a law saying that the tail pipes must exit at the rear bumper, which a cut out would be a violation of. Anyone else?
