this is not my computer so Im not sure what happened to cause the problem, but then you turn the computer on it just keeps starting over and over again. It has a blue error screen that says

    STOP: C0000210 <Registry File Failure>
The registry cannot load the hive <file>:
    \systemroot\system32\config\SOFTWARE
    or its log or alternate.
it is corrupt, absent, or not writeable.

    Beginning dump of physical memory
Physical memory dump complete. Contact your system administrator or
    technical support group.

anyone know what I need to do to fix the problem?

    thanks

Your registry has been corrupted... if you are running XP, you can try booting into safe mode [Hit F8 when you see "Starting Windows"] and doing a restore -- if it will let you get that far.
