3rd gen T/A headlight motor relay

Where is the little critter located? The voltage isn't getting inverted to drive the light up and down.

The headlight motor relay should be located in between the wiper motor and power brake booster on the driver's side of the engine. From what I've heard they are hard to see since the wiring harness covers it up some. Hope this helps!
