That looks like a 12 volt blower used in the vents of an 18 wheeler to me to allow outside air into the truck.

Usually, the guys on ebay sell a $14 bilge fan for a boat.

By the way, 500CFM is the maximum amount that can flow. So if you're car pulls 850CFM or 1000CFM at WOT, that thing actually makes you lose horsepower.
