i would like to put this picture permanently on my post like some of you members have on your posts. how would i do that?

Well, it looks to me like you already have it as an avatar. Is that what you wanted? If you want to have that picture in your sig, you're going to have to get it hosted. Cardomain.com is a free and easy way to do this.
