what possible difference could three months make? Would that not just be a cost efective way of getting rid of tax payers money just to change the law?

When I got mine in Maryland it was 15 years and 7 months. Now they have a probationary liscense where you can't drive during certain hours at night. Not a bad idea IMO...there's more to it, but it's complicated. I only needed to do a 20 question test and a parking lot course.
