The myth of cell phones causing explosions at gas stations was disproved long ago. The portions of gas vapor need to ignite due to a static discharge or spark is is in a very small margin (tenths of a percent) saturation in the surrounding air. Any more will be too much and a static discharge will not work. Where as any less will not be enough. Several tests of cell phones activated, dialed, and called in a chamber within the margin of saturation needed and nothing happened.

Chances are, people being as stupid as they are, someone disposed of a lite cirgarette. Causing these gas station incidents.

Yeah, that's a load. Sugar in your fuel system will destroy your fuel system if you're lucky, your motor if you're not. Ask any reputable mechanic, they will be more than happy to show you what sugar can do to a motor. I was there helping Craig through all that crap...don't ever let me catch the guy that did that either, or he'll "disappear" lol. Sugar, and sand for that matter, are very, very harmful to your motor.

What is going to cause a spark? Bullets (for civilians anyway, don't know about MIL and LE applications) are lead and lead covered with copper. No sparks from those 2 metals.
There will be some heat from the bullet and the penetration of the tank. But, as someone else has already posted, you need the right mix of vapor (it's not the liquid that burns) and oxygen too.

get a bullet that hits the ground like concrete it will spark. but your rightmost bullet now a days are lead brass . les u get a hold of inceneray round or tracers not copper it is poision to anything living. illegal to use in warfare. along with jacketed hollow point, napalm and flichet (shotguns with mini knives) the are to effective. standard issue is a ball round solid peice of metal mainly brass
