OK, on a panel like the front bumper or rear berger (the plastic like stuff) should I wet sand or dry sand? I have 1000 and 2000 grit paper, should I start with 1000 then go to 2000?

I agree with Jeff. Absolutely sand the primer. If you burn through the primer in any spots after sanding, re-prime those areas and wetsand them again. This will give you a nice, even surface.
