Has he/she pulled codes to see if the sensors are picking up any obvious problems?

Even if its on constantly...new code will pop up. Scan it...

can be simple as the the Throttle cable is too loose or needs adjustment as it's possible that when he's stepping on the gas the Throttle blade isn't opening fully despite the gas pedal floored... you said the engine is new, so it might be possible that something like this was overlooked when finishing up. Had a guy find this out and gained 20+ hp/tq right away on the Dyno and a noticable SOTP feel

From what I understand Autozone will do a free scan. But personally I'd rather push my car than go to Autozone.

Just checking for codes will only tell part of the story. Looking at the sensors in real time can tell more. If the oxygen sensors are fouled and slow to respond, it may not trigger a code.

One of the best investments when trying to diagnose drivability problems is a scanner that not only reads codes but allows you to look at all sensors in real time as well as recording the events for recall.
