It works I'm not sure where anymore but I read a site on how to do this before you just cut the hole there and bend sheet metal to fit it. I don't think it would be that bad in rain but you'd have to be careful going through standing water.
It even has the link to the site on how to do it yourself.

i did one of those for my 97 z28 and i DID notice a difference. at first i was worried about a puddel but i wouldnt go that fast to have the watter spray up into the intake on a wet road! plus its infront of the wheel. i have one for sale with a mesh sscreen for 20$ plus 5$ S/h if anyones intrested? black in colour
