The theory is valid but the practical application...no way.
Decomposition of water into hydrogen gas and oxygen gas by high voltage electric discharge.
2 H2O + High Voltage Discharge => 2 H2 + O2.
In fact we have multiple H2 generators in our laboratory. They run about $10k each, 120V AC, are about 20" X 18" X 12" and produce around 100ml/min H2 at 60 psi. Oh, and did I mention the palladium catalyst that is needed to assist the reaction.
Problems:
It lakes ALOT of current to break the H-O bonds.
So much so that it is not even remotely efficient but it is safer than using compressed H2 cylinders which is why we use them.
Plus, there's the simple math.
1 H2O molecule weighs 18.015 amu (amu=Atomic Mass Units)
H weighs 1.008 X 2 = 2.016 which is 11.19% of the total.
Meaning, if your conversion is 100% efficient, you only get 11.19% return.
And the lower BTU value of H2 versus hydrocarbons....
Then there is the whole problem of delivering a gas into your engine to consider...

I didn't believe it either until a friend of mine said he was using it with great results.

If it really worked you'd be seeing cars with the technology already build in. I can promise all the major car makers are spending billions to make a more energy efficient car, even more so now than ever.
