I just wanted to retract this statement. Upon further review, this is technically a straw purchase. Although it is just a receiver, the receiver IS the gun in the eyes of the batfeee ( Bureau of Alcohol, Tobacco, Firearms, Explosives, And Everything Else). So, don't do it...

Yea the whole thing is bull,
but my question is what type of penalties are they talking about?
        Wildlife endangerment?
Hope its not like the depleted uranium penalties....

Yup. That is why the 80% lower receiver "buddy kit" looks so nice.

In the United States, straw purchases are a felony violation of the Gun Control Act of 1968 for both the straw purchaser (who can also be charged with lying on Federal Form 4473) and the ultimate possessor. The first question on the form 4473 is “I am the buyer of this firearm” and the purchaser must answer honestly yes or no in ink, in his or her own handwriting.
