I thought that 95's came with the Dual Cats on the Y-Pipe. If they can go on without relocating the cats then no they are not illegal. You have to remember that California is the Smog Nazi capital of the world. DC Pays taxes to the State in order to have them be state legal. There is a difference. OBX headers are cheap for the LSx engines, do not relocate the Cats and yet they are not state legal. Long tube headers are not normally legal b/c they normally relocate the cats and that causes I it to fail. My brother has a 96 Z, so He had Shorty Headers and Random Tech Y-Pipe with high flow cats. It passed Smog b/c the Cats were in the stock location. You can answer a question I have. I have read that the 95 California cars had dual cats and the OBDII computer and OBDII port while the 49 state cars had the OBDI computer with the OBDII port. However I have never found an example of this.
