Its going to be very hard to fits long tube headers, without moving that snigle cat, since it is right under the bump on the floorboards in front of the passenger seat. There is not enough room to swing the Y-pipe from the collector on the driver's side header to meet up with the passenger side branch of the Y-pipe, and still keep the cat in the stock location.
Headers are legal in CA, only if they have the CARB-EO tag, with the CARB order # welded to the headers. I'm not aware of any LT's that have CARB approval.
All 95's, CA or 49-state or 50-state are equipped with an OBD-I PCM and the OBD-II style ALDL connector. There are no exceptions, and no OBD-II 95's.
